Patrick Downey

I am an Assistant Attorney General with the Maine Office of the Attorney General. I have been a practicing attorney since 1998. I handle a full caseload of child protection cases in Bangor and Newport District Courts. I occasionally handle appeals and civil commitments. I serve on the Steering Committee for the Family Treatment Drug Court in Bangor. I earned my undergraduate degree in Political Science with General University Honors from the University of Southern Maine in 1995. My undergraduate thesis was on Original Intent and the Constitution. I attended Howard University School of Law in Washington D.C. and received my J.D. in 1998. I spent over a year in law school engaged in academically sponsored research into the law of nuclear nonproliferation studying the 1968 Treaty on the Nonproliferation of Nuclear Weapons through the Comprehensive Nuclear Test Ban Treaty. I teach evenings at Beal College, Husson University, and the University of Maine at Orono. I teach courses in Government, Constitutional Law, Criminal Law, Evidence, Business Law and an occasional Critical Thinking/Introduction to Philosophy course. I am a member of the United Nations Association of the United States of America and serve on the Maine Chapter’s Speakers Roster. The topics on which I speak are the International Criminal Court (Rome Statute of the ICC), nuclear nonproliferation, and U.S. foreign policy.
