Policy Statement

To maintain a safe campus environment, the University prohibits weapons, defined as any device, instrument, or object capable of inflicting physical harm, damaging property, or threatening or intimidating others, on all University property, within all buildings, and at all University‑sponsored events.

What Counts as a Weapon

Weapons include:

• Firearms of any kind
• Ammunition – a cartridge that consists of projectiles and a case containing the charge and primer, which, when ignited, generates pressure to propel the projectile from a firearm
• Explosives, fireworks, or incendiary devices
• Knives with blades over 3 inches (except for approved academic use)
• Martial arts weapons
• Bows, crossbows, or similar devices
• Chemical agents other than small personal‑protection sprays
• Any object used to threaten or harm someone is also considered a weapon.

General Rule

Students, employees, visitors, and guests may not possess, carry, use, or store weapons on campus or at university events, even if they have a state permit.

Personal Weapons will not be stored at the University of Maine Police Department.

Exemptions

Law Enforcement Officers

University of Maine sworn law enforcement officers are authorized by the Board of Trustees to carry weapons on campus in accordance with applicable laws and University policies.

Non-University Sworn law enforcement officers may carry weapons on campus when acting within the scope of their official duties. Off‑duty officers may carry weapons only as allowed by law and must obtain permission from the University Chief of Police.

Approved Academic or Event Use

The Chief of the University Police Department may grant written authorization for an individual to possess a weapon or ammunition on campus when required for instructional purposes or under other special circumstances. Such authorization must be obtained in advance, and all conditions established by the Chief must be followed before the weapon or ammunition is brought onto university property.

Personal Safety Devices

Small pepper‑spray devices intended for personal protection, as well as disabling stun guns, are permitted on campus for self‑defense purposes. These devices must not be misused under any circumstances. The University of Maine strongly encourages individuals who choose to carry such devices to obtain proper training in their safe and effective use. Vendors supplying these products should be able to provide training resources and Safety Data Sheets upon request.

Reporting

If you see or suspect a weapon on campus, contact University Police Department immediately.

Consequences

Any employee, faculty member, student, visitor, or other representative of the University who violates this policy may be subject to disciplinary action, student conduct proceedings, removal from campus, and/or referral to law enforcement, as appropriate.
