Academic Portfolio Review Group

The Academic Portfolio Review Group evaluated and recommended strategic changes to UMaine’s academic programs to align with the university’s mission as Maine’s flagship, learner-centered R1 institution. The group identified opportunities to strengthen educational offerings, enhance interdisciplinary collaboration, and achieve financial sustainability through targeted restructuring, consolidation, or development of new programs. Deans of the degree-granting colleges worked with their faculty and leadership teams to develop specific action plans for programs identified as “of distinction,” “steady state,” or “in need of review.” Reports from each college were shared with the President, Cabinet, and Faculty Senate in February 2026.

Administrative Business Services Group

The Administrative Business Services Group identified ways to restructure and optimize selected finance, accounting, purchasing, travel, human resources, and recruitment functions into a unified administrative business services center. Several pilot programs have been launched since Spring 2025. The group focused on improving efficiency, service quality, and resource allocation while creating cost savings and enhancing support for academic and research missions. The work of this implementation group, in association with the earlier Administrative Barriers Task Force, informed the creation of a President’s Committee on Administrative Excellence, which began meeting in Fall 2025.

Manufacturing, Materials, and Workforce Accelerator Group

The Manufacturing, Materials, and Workforce Acceleration group considered ways to develop transformative solutions to advance education, research, and industry partnerships in manufacturing, materials, and emerging technologies. The group proposed strategies to foster innovation, enhance workforce development, and drive economic growth for Maine while ensuring financial sustainability, by leveraging UMaine’s strengths in advanced manufacturing, composites, and engineering. A major example of this type of collaborative innovation is the Advanced Manufacturing Center’s B.O.T. Loft, which opened in August 2025.

Research portfolio Review Group

The Research Portfolio Review Group conducted a comprehensive review of UMaine’s research enterprise to align with institutional priorities and maximize impact. The group proposed restructuring strategies to enhance research productivity, foster interdisciplinary collaboration, and ensure efficient resource use, all while maintaining the university’s learner-focused R1 status. The RPR Group conducted an extensive survey in Spring and Summer 2025 to collect information on the needs, goals, and current activities of research centers and institutes across the University. This survey data informed the development of a final report that was shared with the President, Cabinet, and Faculty Senate in February 2026.
