All proposals, pre-proposals, supplemental funding requests, and revisions must be processed through ORA.  The Director and Associate Director of ORA are the Authorized Organizational Representatives (AOR) for UMaine, UMM, and UMFK, which means that they must approve, sign, and submit all proposals on behalf of the University of Maine.  ORA proposal responsibilities include researching sponsor
