{"id":44063,"date":"2020-05-07T08:22:14","date_gmt":"2020-05-07T12:22:14","guid":{"rendered":"https:\/\/umaine.edu\/research\/?p=44063"},"modified":"2020-05-07T08:22:14","modified_gmt":"2020-05-07T12:22:14","slug":"may-6-covid-19-research-guidelines-update","status":"publish","type":"post","link":"https:\/\/umaine.edu\/research\/2020\/05\/07\/may-6-covid-19-research-guidelines-update\/","title":{"rendered":"May 6: COVID-19 Research Guidelines Update"},"content":{"rendered":"<p>Dear University of Maine and University of Maine at Machias Colleagues,<\/p>\n<p>I am writing to provide you an update in response to\u00a0<a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/governor-mills-extends-maines-stay-home-order-2020-04-30\" target=\"_blank\" rel=\"noopener noreferrer\">Governor Mills&#8217; Stay Safer at Home Executive Order<\/a>,\u00a0<a href=\"https:\/\/www.maine.gov\/covid19\/sites\/maine.gov.covid19\/files\/inline-files\/Restarting_Maines_Economy_Book.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">plan to gradually restart Maine&#8217;s economy (PDF)<\/a>, the Chancellor&#8217;s extension of the\u00a0<a href=\"https:\/\/www.maine.edu\/health-advisory\/community-guidance\/employees\/\" target=\"_blank\" rel=\"noopener noreferrer\">work from home directive<\/a>\u00a0through May 31st, and the\u00a0<a href=\"https:\/\/www.maine.edu\/health-advisory\/community-guidance\/everyone\/\" target=\"_blank\" rel=\"noopener noreferrer\">limiting of in-person events, group gatherings, summer camps, day camps or other such in-person activities on its campuses or under its auspices at non-university locations through June 30, 2020<\/a>.<\/p>\n<p>Our primary focus is the safety of faculty, staff, students and the public. As such, we continue to stress that most research and scholarly activity should continue to be conducted\u00a0away from field sites and university facilities or delayed if possible.\u00a0 The COVID-19 Research Continuity Task Force is working to draft recommendations for a phased research ramp up which aligns with the Governor&#8217;s plan and the various UMS\/UMaine plans being developed to ramp up operations as safely and controlled as possible. During this time of transition, the definition of essential research and scholarly activity (that require working on campus or a field site) has been expanded effective immediately to include the following (the bullets in bold below are two new additional criteria):<\/p>\n<ul>\n<li>Research and scholarly activity that is critical to the health of the public<\/li>\n<li>Research and scholarly activity\u00a0of national or state importance<\/li>\n<li>Research and scholarly activity\u00a0that involves the protection of valuable resources such as cell lines, animal lines, instrumentation requiring regular attention, etc. which cannot be shut down and must be kept going at a basal level<\/li>\n<li>Research and scholarly activities\u00a0that directly support current\u00a0<a href=\"https:\/\/www.maine.gov\/decd\/sites\/maine.gov.decd\/files\/inline-files\/Essential-Business-Operations-Definitions-4-3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Business and Operations designated as critical infrastructure<\/a>\u00a0in the\u00a0<a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/governor-mills-issues-stay-healthy-home-mandate-2020-03-31\" target=\"_blank\" rel=\"noopener noreferrer\">Governor\u2019s initial mandate<\/a>;\u00a0<i>general university research and scholarly activities in those designated areas would not typically qualify as \u201cessential\u201d.<\/i><\/li>\n<li><b>Research and scholarly activity necessary to avoid prematurely stopping an experiment or research process in progress that would result in an irrecoverable loss.<\/b><\/li>\n<li><b>Research and scholarly activity necessary because experimentation or related activities for the coming year are tightly linked to seasonal phenology and even a short delay will result in long term impact.<\/b><\/li>\n<\/ul>\n<p>Essential research and scholarly activity conducted at a field site or on campus or a university facility should be conducted in accordance with guidance available on the\u00a0<a href=\"https:\/\/www.maine.edu\/health-advisory\/\" target=\"_blank\" rel=\"noopener noreferrer\">UMS Health Advisory<\/a>\u00a0site. More specifically &#8211; these efforts, once approved, should be conducted with minimal numbers of personnel (less than 10) appropriately distanced and in staggered time schedules in a location, for the minimum amount of time necessary to complete the approved on-site work.\u00a0 All personnel\u00a0<b>must\u00a0<\/b>follow available\u00a0<a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/about\/prevention.html\" target=\"_blank\" rel=\"noopener noreferrer\">CDC guidance<\/a>\u00a0and take basic preventative measures (which include proper mask usage, distancing procedures, disinfection, hand washing, etc.) to avoid exposure to or infection from coronavirus. Further, the\u00a0<a href=\"https:\/\/mycampus.maine.edu\/group\/mycampus\/safety-environmental-management\" target=\"_blank\" rel=\"noopener noreferrer\">UMS Safety Management portal<\/a>\u00a0(requires an @<a href=\"http:\/\/maine.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">maine.edu<\/a>\u00a0log-in) has updated guidance and safety checklists for safely returning to work spaces.<\/p>\n<p>Essential research and scholarly activity requests should continue to be submitted using the\u00a0<a href=\"https:\/\/umaine.edu\/research\/covid-19-on-campus-research-reporting\/\" target=\"_blank\" rel=\"noopener noreferrer\">request form<\/a>\u00a0which has been in place since March 24th.\u00a0 Requests will be sent to the applicable College or Center and the Research Continuity Task force for the respective review and recommendation regarding approval.\u00a0 Requests approved by OVPRDGS will continue to be shared with Safety Management, Facilities Management, and University Police; you may be contacted by one or more of these offices if more information is needed<b>. \u00a0\u00a0<\/b><\/p>\n<p>As a reminder, COVID-19\u00a0Research\u00a0Guidelines are available at the links below:<\/p>\n<ul>\n<li><a href=\"https:\/\/umaine.edu\/coronavirus\/frequently-asked-questions\/research-and-graduate\/\" target=\"_blank\" rel=\"noopener noreferrer\">Research\u00a0and Graduate School FAQs<\/a><\/li>\n<li><a href=\"https:\/\/umaine.edu\/graduate\/covid-19-graduate-community-resources\/\" target=\"_blank\" rel=\"noopener noreferrer\">Graduate School Community Guidelines<\/a><\/li>\n<li><a href=\"https:\/\/umaine.edu\/research-development\/covid-19-information\/\" target=\"_blank\" rel=\"noopener noreferrer\">Office of\u00a0Research\u00a0Development Guidelines<\/a><\/li>\n<li><a href=\"https:\/\/umaine.edu\/ora\/covid-19-information\/\" target=\"_blank\" rel=\"noopener noreferrer\">Office of\u00a0Research\u00a0Administration Guidelines<\/a><\/li>\n<li><a href=\"https:\/\/umaine.edu\/research-compliance\/covid-19-guidance-for-researchers\/\" target=\"_blank\" rel=\"noopener noreferrer\">Office of\u00a0Research\u00a0Compliance Guidelines<\/a><\/li>\n<\/ul>\n<p>The response to COVID-19 continues to be a rapidly evolving situation even at this stage of the pandemic and this guidance is subject to change.
