The meeting began at 3:15 pm.\u00a0 Senate President Grillo reminded senators of the need for people to serve on the senate committees, a sign-up sheet was circulated.\u00a0 He also announced that candidates for governor will be visiting campus on October 5.\u00a0 There will be a Q&A session with the candidates and they will also be visiting various departments on campus.<\/p>\n

Committee Reports:<\/strong><\/p>\n

BOT Representative \u2013 Bob Rice<\/strong><\/p>\n

Steve Abbott has been appointed interim Athletic Director effective September 11, 2010.<\/p>\n

Official enrollment numbers will be released on October 15.\u00a0 Numbers are down in both undergraduates and graduate students.\u00a0 There is an effort to implement Systemwide Branding.\u00a0 Six Enrollment Managers have been hired.\u00a0 The BOT authorized additional funds for the Stewart Commons remodeling.\u00a0 The new landfill gas agreement will save millions in energy costs for this campus.\u00a0 The BOT is moving quickly on the public agenda called Advancing Maine.<\/p>\n

Academic Affairs \u2013 Judy Kuhns-Hastings<\/strong><\/p>\n

The committee has met once and are planning a meeting to discuss the common calendar.\u00a0 We will need to have a response by December.<\/p>\n

Constitution & Bylaws \u2013 Jim Warhola<\/strong><\/p>\n

No report.\u00a0 The committee needs representatives \u00a0from Engineering \u00a0and Natural Sciences Forestry and Agriculture.<\/p>\n

Research & Scholarship \u2013 Janet Fairman<\/strong><\/p>\n

No Report.<\/p>\n

Finance & Institutional Planning \u2013 Jim McClymer<\/strong><\/p>\n

The committee will meet later in the month.<\/p>\n

University Environment \u2013 Mike Scott<\/strong><\/p>\n

No report.\u00a0\u00a0 The committee is still being formed.<\/p>\n

Library Advisory \u2013 Howard Segal<\/strong><\/p>\n

The committee is looking at various issues.\u00a0 A new carpet is to be installed in the Special Collections section.\u00a0 The committee continues to investigate an Institutional Repository and have had conversations with Ralph Caruso.<\/p>\n

Service & Outreach \u2013 Deborah Killam<\/strong><\/p>\n

The committee needs more members.\u00a0 Sharon Barker initiated a Learning Circle about S&O which meets every other week on Thursdays from 1 to 2 pm.<\/p>\n

Committee on Committees \u2013 Roy Turner<\/strong><\/p>\n

The senate put forward the names of four senators for the search committee for the AVP Enrollment:\u00a0 Tony Brinkley, Sid Mitchell, Clarissa Henry and Tina Passman. \u00a0\u00a0The two senate members of the Enrollment Management Committee are Judy Kuhns-Hastings (Academic Affairs) and Jim McClymer (Finance and Institutional Planning).<\/p>\n

Program Creation & Reorganization Review \u2013 Harlan Onsrud<\/strong><\/p>\n

It will be a busy year for the committee due to APPWG and the list of programs up for elimination or suspension.\u00a0 The committee will have its first meeting next week.\u00a0 Harlan is also working on a new updated web-site for the senate.<\/p>\n

General Education \u2013 Tina Passman<\/strong><\/p>\n

The committee has been working all summer, there is a handout at today\u2019s meeting describing the committee\u2019s action plan.<\/p>\n

IT Ad Hoc Committee \u2013 Irving Kornfield<\/strong><\/p>\n

The committee is looking at methodologies of on-line pedagogy, methods of electronic communication, gathering information and making some recommendations.\u00a0<\/p>\n

A question was asked if the Computer Connection is closing.\u00a0 The Computer Connection is not closing, it is moving into a section of the UMaine Bookstore.<\/p>\n

Discussion with Provost Sue Hunter:<\/strong><\/p>\n

Dr. Hunter gave an overview of Enrollment Management.\u00a0 The entire presentation is attached to these minutes.<\/p>\n

She answered questions about Admissions role in the new EM process.\u00a0 She replied that the admission process would be streamlined which would then result in notifying\u00a0 accepted students earlier.\u00a0 About\u00a0 75 to 80 percent of applications are routinely admitted.\u00a0 The admissions office would no longer read every essay that comes in.\u00a0 If the GPA and SAT scores are acceptable the student would be admitted.\u00a0 There is a lot of time involved in reading applications of students that we know will be sent letters of acceptance.\u00a0 This would then free up staff to concentrate on student searches and recruiting more students.\u00a0 It will also speed up admissions and will also speed up financial aid offers.<\/p>\n

Someone commented that increasing enrollment affects the faculty\u2019s ability to teach.\u00a0 She replied that that is part of the EM mission, they will know which programs can take more students.<\/p>\n

Presentation on Project 7 by Associate Vice Provost and Dean of the Division of Lifelong Learning by Bob White:<\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

Dean White opened by stating that about one-third of the senators present offer on-line classes.\u00a0 He said that Distance Education at UMaine has been offered for 21 years.\u00a0 When distance education began only a few courses were offered.\u00a0 In fiscal year 2010 over there were over 11,000 enrolled students in distance education courses, he pointed out the revenue generated by these on-line courses was substantial to the university.<\/p>\n

As the Strategic Plan references increased use of distance education, Project 7 was created.\u00a0 Project 7 is the plan to offer 7 master\u2019s degree programs on-line.\u00a0 It will attract new students, accommodate employees who have Bachelors degrees who work and cannot attend classes during the day.<\/p>\n

The reason for the 7 programs is each college could develop one on-line graduate program and 2 others are envisioned as being interdisciplinary.\u00a0 He felt that this project responds to a statewide need for advanced degrees offered on-line.\u00a0 The Deans of the five colleges have met with Dan Sandweiss, John Gregory, Sue McCullough and Justin Hafford of DLL.\u00a0 Each college has formed a team to investigate the project which includes faculty, chairs, associate deans, staff from CED, Center for Excellence and Teaching Assessment (CETA) and IT.\u00a0 There will be funds allocated to each of the colleges to develop these programs.\u00a0 The technology is available to faculty and students along with links to other universities which offer such programs.<\/p>\n

A question was asked who would be in control of these distance education courses.\u00a0 Dean White replied that UMaine will remain in control using UMaine Online, these will be UMaine degrees and students would have to be admitted to our graduate school.<\/p>\n

Are all programs asynchronous\/real time courses?\u00a0 Those components can be built into the program but Project 7 is looking at 24\/7 availability.\u00a0<\/p>\n

He said that there are multiple resources for faculty training that exist on campus; CED, CETA, the Faculty Development Center and Fogler Library to mention some.\u00a0 Many of these resources have developed traditional tools for offering on-line courses.\u00a0 Many of these on-line programs have produced substantial income for the university.\u00a0<\/p>\n

Project 7 could develop into an Institutional Model for degree programming.\u00a0 If we wait another two or 3 years we will be lagging behind other institutions in this area of programming.<\/p>\n

Motion to Reauthorize Maine Day, Academic Affairs Committee:<\/strong><\/p>\n

Introduction: <\/em><\/p>\n

The tradition of Maine Day began in 1935, when then President Arthur Hauck designated a day for the students, faculty, and staff to work together in cleaning up the campus. Every four years, the Faculty Senate is required to re-authorize the institution of Maine Day.<\/p>\n

Motion: <\/em><\/p>\n

The Faculty Senate re-authorizes Maine Day for the years 2011-2015. Maine Day will occur on the Wednesday of the last week of classes in the Spring Semester. Classes will be canceled on that day with the exception of classes, including laboratories, which meet two or fewer times per week. Within 30 days after Maine Day, the group that has overall responsibility for organizing the event shall submit to the Senate a list of projects that were accomplished and the number of people who participated. The Faculty Senate will reconsider the policy of Maine Day in the Fall of 2014.<\/p>\n

The motion passed: 24 for, \u00a01 against, and 0 abstentions.<\/p>\n

Outreach:<\/p>\n

The University of Maine faculty and students provide comprehensive outreach to the State of Maine and worldwide with public service and multiple forms of education to the citizens of Maine and beyond. The university\u2019s service to Maine provides underpinnings for business, industry, nonprofit organizations, community associations, and governmental agencies, to address the needs of contemporary society. Our outreach fosters vital economic engines and expands our global involvement in the sciences, arts, and professions.<\/p>\n

There was a motion to add the words \u201cand staff\u201d in the second paragraph, second line, after \u201cThe faculty\u2026\u201d which was approved.<\/p>\n

The resolution was approved: \u00a021 for, \u00a01 against, and 1 abstention.<\/p>\n
