About eac History and Governance EAC incorporated formally in late 2024 as a way to recognize that two previously-formed groups, the Classified Employee Advisory Council (CEAC) and Professional Employee Advisory Council (PEAC), had much in common and could benefit from working together.   The EAC is not a collective bargaining entity, and participation is voluntary.
