Carpool Rules and Regulations

The University of Maine’s Carpool Program has been established for the good of the planet as well as the financial benefit to its participants.  All members of a Carpool are expected to be knowledgeable of the Carpool Rules and Regulations.  As stated in the general rules of campus parking, our purpose is to insure the orderly flow of traffic, maximize the utilization of parking facilities, and maintain access to buildings for emergency vehicles.  Based on that goal, it is necessary to establish and enforce rules governing vehicle operations and parking on campus. Please remember that these rules apply to everyone utilizing roadways and parking lots at the University of Maine and all must be observed.  Complete University of Maine Motor Vehicle Rule and Regulations.


Establishing a Carpool

Each Carpool group must have a coordinator who is responsible for establishing and organizing their individual Carpool.  A Carpool must consist of two or more riders.  Each Carpool member must register at GoMaine.org.

One free permit will be provided to the group.  Fines for outstanding violations by any participant must be paid prior to the issuance of a carpool permit.  An abbreviated version of the parking rules is on the reverse side of all hanging placards.

The organized Carpool will be provided a space in a designated (staff or commuter) lot of the group’s choice.  This reserved space will remain until the next annual registration period.  The permit may be used in any vehicle registered to that particular Carpool group and must be displayed in the vehicle while parked on campus.  A Carpool permit is valid ONLY in a designated Carpool space.

Between November 1 and May 1 the Carpool spaces are closed to parking between the hours of 12:00 midnight and 6:00 AM. The Hilltop (commuter section only) and College Ave So. lots are available for temporary parking during these hours.


Traveling Alone

In the event a participant is traveling singly, the Carpool permit and parking space are not valid.  Participants may park in a staff (blue) or commuter (black) lot with a temporary parking permit (limit 10 per semester).  Temporary permits may be obtained at MaineCard Services, 130 Memorial Union or UMaine Police Department on Rangeley Rd.  Alteration to, or unauthorized use of, the Carpool Permit will result in immediate loss of privileges and is a violation that will be referred to UMaine Police Department.


Emergency Rides Home Guaranteed

In case of an emergency, a ride will be provided to any Carpool participant free-of-charge.   A Carpool member who lives within 20 miles of campus will directly call to the designated taxi company.  For carpool members who live more than 20 miles from campus, they will directly call the designated rental agency and a vehicle will be delivered  to the member at their campus address.


Appeals Process

An appeals process is available and may be filed when appellant feels any citation was issued contrary to UMaine rules, an error on the face of the citation, or extenuate circumstances.  Questions may be directed to the Parking and Transportation Services Office, 581-4047, open 8:00 a.m. to 4:30 p.m. Monday through Friday.

If any of these rules are unclear, the Parking and Transportation Services Office should be asked to clarify prior to parking in a questionable place or manner.  Any vehicle(s) parked on University of Maine property is subject to being cited and possibly impounded, towed, and stored or immobilized at the owner’s expense when found in violation.

A Winter Parking Ban is between November 1st and May 1st.  Carpool spaces, faculty/staff, commuter, and visitor lots are closed to parking between the hours of 12:00 midnight and 6:00 AM.
