Maine Head Start State Collaboration Office

The Maine Head Start State Collaboration Office (MHSSCO) is located at the University of Maine Center for Community Inclusion and Disability Studies and is funded by the U.S. Department of Health and Human Services, Administration for Children & Families, Office of Head Start; the Maine Department of Health and Human Services; and administered by the Maine Department of Health and Human Services, Office of Child and Family Services.

Since 1990, the Administration for Children & Families (ACF)  has awarded Head Start collaboration grants to support the development of multi-agency and public and private partnerships at the state and national levels. These partnerships are intended to accomplish the following:

  1. Assist in building early childhood systems;
  2. Provide access to comprehensive services and support for all low-income children;
  3. Encourage widespread collaboration between Head Start and other appropriate programs, services, and initiatives;
  4. Augment Head Start’s capacity to be a partner in state initiatives on behalf of children and their families; and
  5. Facilitate the involvement of Head Start in state policies, plans, processes, and decisions affecting Head Start populations and other low-income families.

What’s New

The Administration for Children & Families Releases Early Head Start-Child Care Partnerships Webpage

As part of President Obama’s Early Education Plan, the Administration for Children & Families (ACF) will support states and communities in expanding high quality early learning to infants and toddlers through the Early Head Start—Child Care Partnerships. Through these partnerships, Early Head Start grantees will partner with center-based and family child care providers who agree to meet Early Head Start Program Performance Standards and provide comprehensive, full-day, full year high-quality services to infants and toddlers from low-income families.
