Academic Year FLAS | Summer FLAS | Canadian-American Center Fellowships | New England-Atlantic Provinces-Quebec Fellowship | Alice R. Stewart Graduate Fellowships in Canadian History | Killiam Fellowship
FLAS fellowships are intended to support graduate students to establish expertise in international or area studies as well as to develop communicative and research proficiency in French. U.S. citizens and permanent residents of the United States who are students in academic departments and professional schools of the University of Maine are eligible to apply for these awards. Contingent on funding from the U.S. Department of Education, Office of International Foreign Language Education, the Canadian-American Center will offer six Academic Year FLAS Awards in 2012-2013 and two Summer FLAS Awards in 2013.
Eligibility Requirements
- The applicant must be a citizen of the United States or a permanent resident
- The applicant must be enrolled or accepted for enrollment in a full-time program of graduate studies at the University of Maine
- The applicant must have at minimum an intermediate proficiency rating in French as measured by the ACTFL Proficiency Guidelines
- The successful applicant must agree to meet all the reporting requirements of the award and to pay careful attention to the guidelines set forth by the Canadian-American Center and the U.S. Department of Education
Priorities
Priority will be given to applicants with strong academic skills and previous training in French
Priority will be given to applicants who are most likely to pursue government service or enter a professional field
Priority will be given to applicants who show potential for meeting critical national security needs
Priority will be given to applicants at the dissertation stage of their program who are planning to conduct foreign research
- Low priority will be given to applicants who have already achieved superior fluency in French
- Low priority will be given to applicants who are at the dissertation stage of their program who are conducting research on campus
Foreign Language and Area Studies (FLAS) Academic Year Fellowships
- FLAS applications must be received at the Canadian-American Center on March 15 for funding to commence in September of that same year
- Six awards are made on April 1st of each year when funds are available
- Each award carries a $15,000 stipend aimed at providing living expenses
- Each awardee’s tuition is paid for the academic year and for 6 credits during the summer session
- Awardees must be enrolled full-time (6 credits per semester) for the duration of their award
- Awardees must register for at least 3 credits per semester of French courses
- Awardees must register for at least 3 credits per semester of Canadian studies courses
- Grades received for courses taken while this fellowship is in force cannot be Pass/Fail
- Awardees must take a proficiency test in French and an Oral Proficiency Interview in September of the first year of their award and in June of the first and subsequent years for which FLAS awards are renewed
- There are two categories of AY FLAS awards: a) students completing course work for the M.A. or the Ph.D b) students researching their doctoral dissertation. In the case of the latter, the successful applicant must submit the name of his/her adviser, a description of his/her research topic, and a description of the methodology to be applied
- M.A. or Ph.D. candidates can apply to conduct thesis or dissertation research in Canada. Application must be made to DOE for permission to study abroad through the Canadian-American Center’s FLAS coordinator
- Upon receiving their award, successful applicants must complete a Pre Self-Evaluation that is requested electronically by IRIS (International Resource Information System)
- At the conclusion of the academic year awardees will be asked to complete a report of their academic year. That report is also completed electronically and sent to IRIS

Foreign Language and Area Studies (FLAS) Summer Awards
- FLAS applications must be received at the Canadian-American Center on April 1 for funding to commence in June of that same year
- Two awards are made by April 15 of each year when funds are available
- Each award carries a $2,500 stipend aimed at providing living expenses
- Each awardee’s tuition is paid for to a maximum of $5,000
- The successful applicant will have submitted an intensive program of study in French (generally at a Canadian university) that lasts a minimum of 6 weeks and that provides a minimum of 140 contact hours for students at the beginning or intermediate levels and 120 contact hours for students at the advanced level. - Summer FLAS awards are for language study only; they may not be used in support of research
- Awardees must provide the results of the placement test administered by the intensive French language program in which they will be participating and they must take a proficiency test at the conclusion of the six weeks of study

- $13,600 Stipend, plus a tuition waiver, and 50% of health insurance covered
- Awards available to citizens of any country
